In the Fall of 2004, WC Spratt was awarded a 15 month, 5.0 million dollar contract to install approximately 14 miles of water mains and services throughout Prince William Forest Park in Triangele, Virginia.

Throughout the duration of the project, Spratt had their subcontractors under control and kept change orders to a minimum, all while following the strict site rules that are required when working within National Park Service lands. The project is now substantially complete, and all work was performed with quality workmanship and in strict accordance to the plans and specifications.

The Park Service greatly appreciated the responsiveness and strong communication skills of Spratt's Project Manager and Superintendant, and any problems were quickly resolved.

We highly recommend WC Spratt and would not hesitate to use them again for infrastructure projects.

Dear Mr. Tait:

WC Spratt constructed approximately 200 linear feet of a 15-foot high gabion wall to restore an eroded Massaponax Creek stream bank in Fredericksburg, Virginia.

The eroded bank was threatening the concrete parking lot of Kentucky Fried Chicken, which serves tractor-trailer trucks. WC Spratt performed the work within the scheduled construction time and budget. TIMMONS designed and performed the construction administration of the project and worked daily with the contractor. The contractor, including the superintendent of the project, Joe Hoyt, and the construction project manager, Doug Tate, were both easy to work with and very responsive to the owner's needs.

This is a note of appreciation for the efforts and persistence of Spratt in completing the Quantico Athletic Fields project. In August, the project was struggling and the User was losing faith. By October 5, the project had obtained substantial completion and we had a satisfied client. This transition was produced by working long days and weekends. More importantly, it was a product of a working together attitude, putting aside any petty disagreements that are inevitable in the final stages, for the good of the project.

Spratt took the lead role in this final push and was the major reason for its successful completion.

Subj: CONTRACT N62477-91-C-O111; LANDFILL CLOSURE, MARINE CORPS BASE, QUANTICO, VA FINAL EVALUATION

Mr. Tait,

Overall W.C. Spratt has performed at an outstanding level during the duration of the project. The contractor was extremely cooperative when deficiencies in the final cover design system were identified in May 2000, The contractor's efforts included minimizing the erosion damage to the earthen landfill cover by trying to establish a turf layer prior to demobilizing from the site. Other efforts included additional earthen materials to ensure the 3: 1 slope required by the design was established, and remobilizing on very short notice to begin cover repairs once a fmal design was resubmitted by the A&E in September 2000 (This remobilization also coincided with a Notice of Violation for the state of Virginia for erosion problems at the landfill site). The contractor's willingness to begin work helped to mitigate the MCB response to the State and show a good faith effort to fix the erosion problems). W. C Spratt went out of there way to help identify a source of material that could meet the new design specification for a drainage layer on the cover system, identifying several area sources to help minimize costs. Their patience with the design effort continued when the final cover system design changed again at the beginning of December 2000, which changed the behavior of the final cover system while simplifying the work effort required to finish the job. W. C. Spratt's approach to negotiations and willingness to work with Government personnel has allowed the continuation of this project with minimal controversy, and complaints in the field despite long periods of A&E delay and two changes in the contract scope.

Ms. Susan Tate of W. C. Spratt was instrumental in the final stages of the project She worked very hard to ensure that the turf was established prior to the state inspection and all documents needed to complete the closure plan were submitted in a timely manner to the customer to be included in the final closure plan to be submitted to the state.
