Company Information
William Campbell Spratt started a construction company over 80 years ago in 1927, located in Fredericksburg, Virginia. The first project done by W.C. Spratt was the Fredericksburg City Water Reservoir and Treatment Plant. This plant was completed in 1927 and operational for over 50 years. Other signature projects under Mr. Spratt’s tenure included the Kenmore Flume done in the 1940’s that extending from the railroad tracks to the Rappahannock River, the original site-work for the James Monroe High School in 1951 and all of the steam tunnels for Mary Washington College done around 1955. William Campbell Spratt, II (Campbell) continued the tradition begun by his father. Notable projects done under his leadership include the Spotsylvania Massaponax Sewer Treatment Plant, the Ni River Water Treatment Plant, the sewer trunk line for Fredericksburg through Alum Spring as well as numerous jobs done for the Triangle/Dumfries Sewer District (prior to PWCSA ) and many major upgrades of water, sewer, gas and other utilities at the MCCDC in Quantico. Rob Spratt (W.C. Spratt, III) took over operations in 1974. Like his father, Rob had grown up in the heavy construction industry and was encouraged (forced) to enter college rather than remain in the seat of the equipment, which he preferred. Rob received a MS in Sanitary Engineering from Johns Hopkins University. Rob led the company through substantial growth in the 80s. He continued to focus on underground utility work as the mainstay of work done by the company, supported by a grading operation. Like the two generations prior, Rob continued contracting for the Federal government as well as for local municipalities to meet the needs of the region’s infrastructure growth. Doug Tait started with W.C. Spratt, Inc. in 1984 as a crew foreman and quickly rose to the opportunities given to him by Rob Spratt. For six years Doug worked in the field with crews to accomplish all the tasks assigned and established himself as a talented and motivated employee. The projects varied greatly and included earthwork and utilities for much of the Fredericksburg region’s infrastructure. He has completed many projects for every local municipal and government agency. He further strengthened relationships with company’s clients, proving his value to the company. After this on-the-job training and mentoring by Rob Spratt, Doug was appointed general superintendent for a $12 million grading project at the MCCDC, Quantico in 1990. The successful completion of this job both enabled immediate success for the company and positioned WCS for future growth. The company was also developing a solid reputation for capability and diversity. Rob Spratt transferred ownership of W.C. Spratt, Inc. to the employees in 1992 through an Employee Stock Ownership Plan (ESOP) by which the employees were granted stock via the ESOP. Doug Tait became President, and is solidly vested in the company. Ownership by the employees of W.C. Spratt, Inc. offers the workforce a unique opportunity as vested partners in all aspects of the company and results in a stable and talented growth-oriented employee base. Over the years, WCS has installed hundreds of miles of roads, water and sewer utility work in Virginia at MCCDC Quantico, NSWCDD Dahlgren, Fort AP Hill, Jamestown, Yorktown, Charlottesville, Petersburg, Fredericksburg, also in Stafford, Spotsylvania, King George and Prince William counties. The company currently employs over 85 qualified personnel comprised of field crews for installation, in-house equipment repair and service for maintenance, project management, estimating and a safety staff. We also operate one of the areas largest local equipment fleets totaling over 120 units, with a replacement cost exceeding $18 million. Our solid growth is the direct result of our commitment to excellence that is exhibited on each project, regardless of size. The work is scheduled in detail, monitored properly and installed accordingly. Longevity in this industry is not only a result of doing all the right things at the right time, but also having resources to survive.
